The draft general plan of Tashkent until 2045 was presented to president of Uzbekistan Shavkat Mirziyoyev on 9 October, the press service of the head of the state said.

The document was previously discussed at a meeting with president in 2022. After that, the ToshkentboshplanLITI planning institute improved it, attracting companies from Singapore, Great Britain, Turkey, Germany, China and the Netherlands.

Currently, the territory of the capital is 43,822 hectares, and the population is more than 3 million people. The general plan provides for an increase and expansion of these indicators.

Shavkat Mirziyoyev emphasized the need to transform Tashkent into a large megapolis with favorable conditions for the life and work of at least 7.5 million people.
According to the plan, the territory of Tashkent will be divided into three zones:

  • conservation zone, where cultural heritage sites, historical sites, buildings and green areas will be preserved;
  • reconstruction zone, where additional construction will be possible based on master plans;
  • renovation zone, where new construction will appear instead of old buildings and or through their repairs.

The territory of green zones in the city and its suburbs is planned to be increased threefold to 25,000 hectares. Thanks to this, the area of green spaces per capita will increase from the current 3 to 6 square meters.

The document takes into account environmental and transport issues. Over the past 10 years, the average air temperature in Tashkent has increased by 1 degree Celsius. On some days, the level of pollutants in the atmosphere exceeds the norms. The number of cars increases every day, and traffic becomes more and more difficult, the president’s press service said.

As a result of the city’s growth in recent years, the electricity, water and sewer infrastructures are operating under increased load. The draft general plan includes measures to increase their capacity.

Taking into account modern urban development requirements, Tashkent should turn into a city where residents are able to get to the nearest kindergarten, school, hospital, retail and service facilities in no more than 15 minutes. For that, public transport network will be expanded, the number of transport hubs and stops will be increased, new roads will be built and metrobus routes will be organized.

After the general plan is approved, its maps will be published online and will be openly accessible. It is not specified when the plan may be approved.
