Uzbekistan plans to adopt a National program for reducing plastic pollution for the period 2025−2027, a draft state program, which is currently under public discussion, outlines.
One of the key proposals is a ban on the production, import and use of plastic bags starting in 2027, alongside efforts to promote the use of eco-friendly, biodegradable alternatives.
The program also aims to limit the use of harmful chemicals in plastic products and establish requirements for incorporating recycled plastic into packaging materials.
The draft national program is expected to be developed by September and submitted to the Cabinet of Ministers by November.
Besides, legislation is expected to be prepared to require manufacturers and importers of goods in plastic packaging to:
- organize the return used plastic packaging, enabling consumers to return it for recycling;
- create dedicated collection points and install equipment for the collection and disposal of such plastics.
Alternatively, the legislation may introduce extended producer responsibilities through increased recycling fees for plastic packaging.
Currently, over 100 countries have implemented full or partial bans on single-use plastic bags. Between 2010 and 2019, the number of state programs aimed at phasing out plastics tripled globally.
Neighboring Kyrgyzstan is also planning a ban on the production, sale and free distribution of plastic film bags and products starting in 2027.
